This is a 1" wide weaved palm and tapa cloth arm band or a ankleband, also this can be a wrist band too. The flower is white tapa cloth accented with weaved raffia and Fw Pearls in the middle. Please note that all tapa cloth is unique and not duplicated so tapa will vary from the picture but I do use tapa that is similar to the picture.
